          DECLARATION OF INTENT - CALL 1994

         GENERAL INFORMATION FOR SUBMISSION




1. BACKGROUND

In order to promote the cooperation with scientists from the New
Independet States of the former Soviet Union (FSU), INTAS has been
created as a International Association under Belgian private law.
Members of INTAS are the European Community, Austria, Belgium,
Denmark, Finland, France, Germany, Greece, Ireland, Italy, Luxembourg,
The Netherlands, Portugal, Spain, Switzerland and the United Kingdom.

INTAS concentrates on the promotion of research projects jointly
performed between research teams from the FSU and member states of
INTAS, as well as pan-European scientific networks.

INTAS invites interested scientists and research teams to submit
declarations of intent related to joint scientific research or
network projects.

2. PARTICIPATION

Participation is open to any physical and legal person established in
the member states of INTAS and in Armenia, Azerbaidjan, Belarus,
Georgia, Kazakhstan, Kyrgystan, Moldovia, Russia, Tajikistan,
Turkmenistan, Ukraine and Uzbekistan.

3. SCIENTIFIC FIELDS

All exact and natural sciences, economic sciences, as well as human
and social sciences will be considered.

4. BUDGET

A budget of approximately 21,000,000 ECU will be considered for 1994
to support these activities. INTAS expects to support a few hundred
joint research and network projects, but the requested budget for
individual projects is left to the discretion of the participants.

5. DECLARATION OF INTENT

The form for a Declaration of Intent consists of 5 pages and has to
be carefully completed, taking into account the eligibility and
evaluation criteria as mentioned under item 6. The following comments
will assist in the completion of the form:

-    The reference number will be allocated by INTAS.
-    Only one scientific field has to be selected even if various
disciplines are concerned. The field will be the basis for the
distribution of Declarations of Intent to the various INTAS
evaluation committees.

-    Data concerning the project coordinator are not to be repeated
     here.
-    Only data concerning the team leader from an organisation has to
     be filled in.

-    "Scientific area" has to contain a specification of the
     scientific field in keywords.
-    The work programme has to include title, objectives, and
     description of the research and project management information such
     as division of tasks and planning.

-    The project coordinator has to specify, for FSU participant, a
     budget, divided into labour costs; costs for travel &
     subsistence; costs for durable equipment and consumables; and 
     other costs. The table has to indicate both the total budget
     and the contribution requested from INTAS. The total budget
     may thus contain matching funds, such as own funds or 
     contributions from other organisations.
-    The following principles apply:
       Labour costs are reimbursed by INTAS at 100% of the salary
       actually paid in the framework of the joint research, 
       independent of whether it is permanent staff or temporary
       staff. The salaries must be reasonable: as a guideline,
       100-200 ECU per month is at present a reasonable figure,
       depending, among other things, on the qualifications of the
       person in question.

       Social Charges (contribution to pension funds, social
       insurance, social funds, etc.) are not reimbursed by INTAS.

       Overheads are reimbursed by INTAS in the form of a lump sum of
       10% on top of the costs of labour, subcontracts and
       consumables.

       Equipment is reimbursed at 100% of the purchase cost, without
       deductions for depreciation.

       Subcontracts, Travel, Consumables and any other accepted costs
       are reimbursed at 100% by INTAS.

       For participants from INTAS member states, only coordination
       costs will be supported by INTAS. These costs will cover the
       costs for the necessary coordination activities, such as
       labour, travel & subsistence and consumables. In general the
       coordination costs should not exceed 20% of the total funding
       requested. Any remaining costs have to be stated under "other
       costs" and have to be supplied from matching funds.

       The Declaration of Intent need to be signed by the project 
       coordinator only.

6.   ELIGIBILITY AND EVALUATION CRITERIA
 
6.1  Declarations of Intent should include at least one partner from
     the FSU and two partners from two different INTAS member states,
     that is, the project coordinator and at least one additional
     partner from a different INTAS member state.

     Proposers are encouraged to submit Declarations of Intent 
     exhibiting a more extended cooperation, notably those which
     include several countries of the FSU together with several
     partners of the member states of INTAS.

6.2  Financial support should primarily be devoted to scientists and
     research teams of the FSU. In principle, only coordination costs
     from participants of the INTAS member states can be considered
     for financial support. They should be kept as low as possible
     and in general not exceed 20% of the total funding requested.

6.3  All projects should have a project coordinator managing all
     administrative and budgetary aspects including the submission of
     all documents to INTAS. This project coordinator should be a
     proposer from the member states of INTAS in order to facilitate
     the management of the project.

     The scientific coordination of a project may be carried out by
     any participant in the project, either from the FSU or the
     member states of INTAS.

6.4  The duration of the research should not exceed three years.

6.5  General criteria for evaluation are:
     - the transnational nature of the collaboration, in particular
       the number of organisations and/or countries involved and the
       significance of the partnership;
     - the scientific and technical merit of the research, including:
         a clear quantification of objectives and problem definition,
         the feasibility of the research,
         a description of methods and techniques to be used in the
         research,
         the scientific and technical excellence and novelty of the
         research;
     - the "value for money" of the research;
     - the quality of project management, including:
         project scheduling,
         role of partners.

7.   PROCEDURE

7.1  The Declaration of Intent with accompagnying Acknowledgement of
     Receipt has to be submitted in triplicate, that is, one original
     and two additional copies.

7.2  Evaluation will be based on the Declaration of Intent. It will
     be evaluated under the authority of the Council of Scientists of
     Scientists of INTAS. The selection of proposals for funding will
     be performed based on the results of the assessments and the
     available funds. All project coordinators will be informed about
     the results of the selection. Selected applicants will then be
     invited to submit a more detailed proposal for contractual
     negotiations.
 
7.3  A Declaration of Intent must be received by the INTAS
     Secretariat by 17:00 hours on 8 April 1994 at the latest at the
     following address:
