SPECIAL INFORMATION TO EVENTUAL Phase II PARTNERS FROM fSU

Information
___________

	In order to assess the scope of the project, first consult the
Declaration of Intent submitted to INTAS in connection with the first
phase of the project.

	Further information may best be obtained from the present
partners from fSU in the project. In case you want to contact persons
via e-mail, it may be best to write to prof. Alexei Zizcenko
 or dr.  Nikolai Repin  in
Moscow. You can also reach all partners in the project by writing to
the e-mail distribution list .


Requirements to partners
________________________

	As to requirements imposed on eventual participants, I find it
important to comment in detail, though I expect that the requirements
are all felt natural and easy to comply with.

	The key point is that partners must collaborate in an open way
and respect decisions made by the project. Such decisions could
concern steps to be taken to implement a computing- and networking
infrastructure at partners sites. This could aim at making the systems
secure and suitable in a mathematical environment. Also, this may
concern an obligation to make preprints and other information
available by setting-up modern servers (e.g. based on gopher) in such
a way that relevant standards (possibly including intrinsic Euromath
standards) are enforced.  Further, an obligation to share resources
for the benefit of the entire mathematical community at your
institute. Please do not see this as an undue attempt to enforce
unnecessary rigidity. It is to be expected that all decisions will be
an aid in creating what we will call EmNet services and, in any case,
the fSU partners will have the main say in forming decisions.

	Further, we require that partners allocate some local
man-resources to the project. Typically, this concerns the running of
computer systems and services. Ideally, the project will pay for this
but realistically, it is to be expected that only modest coverage of
salery costs can be realized through the project. Therefore, partners
must be prepared to contribute some man resources. This also includes
allocation of a local project coordinator who will have overall
responsibility for project performance of the partner in question.
Included in these tasks are proper management, reporting and
accounting as necessary.

	Please only state what you think, realistically, you can
allocate out of your own resources for the project. My guess is that
one fulltime equivalent will suffice in many cases. On the other hand,
if you intend anyhow to allocate man resources for the kind of tasks
contained in the EmNet concept, you may definitely show that as a
contribution to the project. For example, if you have a working group
in Computer Algebra or if you have staff working with technical issues
related to support in the computing, computer networking and network
services area, it is reasonable to show such resources as part of your
input to the project.

	Finally, regarding requirements, partners must also respect
the organization agreed by the project. In this connection, the
intentions and indications outlined in the Declaration of Intent for
Phase I can be expected to be followed also for the ensuing Phase II.


Actions to be taken as soon as possible by eventual Phase II partners
_____________________________________________________________________

	I will appreciate that contact is made to present Phase I
partners from the fSU, preferably to prof. Alexei Zizcenko or dr.
Nikolai Repin in order to discuss the prospectives 'internally' i.e.
without my or other Western partners interference.

	Then I insist that some evidence of your eventual interest to
join EmNet/fSU reaches me in Copenhagen at the latest on March 25 (cf.
also the brief memo). If a formal statement can be submitted, I will
appreciate that, but I will in fact accept a statement by e-mail. The
statement addressed to me and signed by an official from your
organization/institute may be worded as follows (but you can formulate
it differently, of course):

  "On behalf of  I confirm our
  interest to join EmNet/fSU/Phase II, and I authorize you to respond to
  the INTAS Call 1994 including  in the
  list of partners from fSU. I have read the note issued by you entitled
  'SPECIAL INFORMATION TO EVENTUAL EmNeT/fSU/Phase II PARTNERS FROM fSU'
  and accept the points made.   will act on our behalf
  as EmNet/fSU-Coordinator. It is expected that we can allocate  from our own resouces for the benefit of the
  project. The present salary level of said person(s) is , equivalent to approximately  according to the official
  present exchange rate."

	Furthermore, you must send me a letter by e-mail (if atall
possible for you to send a letter by e-mail) filling out the
information below.  I will copy directly into the form for the
Declaration of Intent the information given, except the last two lines
which are for internal use.

Actions to be taken later by eventual Phase II partners
_______________________________________________________

	Several months will pass from the time we submit the DoI in
early April untill we will receive a reply. If positive, we then have
to prepare for a formal contract. In this period we may also be faced
with the unpleasent task of preparing for allocation of what will
almost certainly be scarce money resources. Also, anyone who have
indicated an interest to take part in the project may choose not to do
so, after all, and also, the project - I will have to resume main
responsibility for this - will make any final selection of partners.
To prevent misunderstanding, I consider the inclusion of a partner in
the DoI as a commitment from the side of the project, hence no changes
are to be expected.

	In the interim period until a contract with INTAS is obtained,
the partners are expected to work out a brief report containing
details both concerning the place in the mathematical life in the
region, and concerning the computer and networking base. Guidelines
for these reports will be issued later - and possibly not until after
an eventual first positive reply is obtained from INTAS.

please accept my apologies. There has been no time to discuss the
procedure orally among partners, and I had to formulate some
guidelines which will assist eventual partners as well as myself as
Coordinator.
