The founder of the Tomsk Scientific Center, the world-known scientist, the Hero of Socialist Labor has celebrated his anniversary on January, 31. 	FINANCIAL PLAN OF THE INSTITUTIONS OF SB RAS FOR 2000 In 1999, for the first time in recent years the Siberian Branch of the Academy of Sciences has received all planned budget allocations, and for the first time in cash money, without any offsets.
	SERGEI KOLESNIKOV APPOINTED AS A HEAD OF SUBCOMMITTEE ON SCIENCE IN MEDICINE During the interview with media representatives, newly elected deputy of State Duma, Academician of RAMS Sergei Kolesnikov has informed that he joined the group “People’s Deputy” of the lower chamber of the parliament and actually is one of its founders. He will be in charge of the subcommittee on scientific and technical policy in medicine.
	BPPM: RESEARCH CONCEPT IS APPROVED Recent meeting of the Irkutsk region administrative committee has discussed and approved the concept of the social and economic development of the township Baikalsk and reorganization of the Baikalsk Pulp and Paper Mill prepared by the special task force supervised by the head of the Department of the Regional Economy of the IrSC of SB RAS, Doctor Sc. (Economics) Irina Dumova.
	THE DAY OF SCIENCE: THE COOPERATION EXISTS For the first time, the institutes of higher education of Novosibirsk celebrate the Day of Science. Several special events took place at the Siberian University of Communications (former Novosibirsk Institute of Railroad Transportation Engineers).
	MESOSCOPY In the end 1970s and early 1980s, there was a small revolution in the research of condensed matter which results in new term “mesoscopy” along with well-known macroscopy and microscopy.
	SOCIAL ORDER FOR BEAUTIFUL HYACINTH Biological technology of the purification of water wastes from different sources has been developed in the Institute of Cytology and Genetics SB RAS. Surprisingly, the technology uses beautiful tropical plant, water hyacinth with sound botanic name “eichornia excellent”.

	SCIENCE IS FOR NOTHING WITHOUT THE EXPERIMENT The round table “Scientific Criteria” was held in the Institute of Philosophy of SB RAS on February 3. The meeting was attended by Academicians L. Barkov, E. Kruglyakov, Corresponding Member S. Goncharov, Doctors Sc. B. Peshchevitsky, V. Tselishchev, V. Goran, V. Karpovich, V. Diev, and other representatives of scientific community. The cause of the discussion were the publications of Academician E. Kruglyakov who is the chairman of the public commission against pseudoscience of the Presidium of the Academy of Sciences.
	55-TH ANNIVERSARY OF THE VICTORY IN THE GREAT PATRIOTIC WAR II-nd All-Russia Scientific Conference “Siberia. The Contribution to the Victory in the Great Patriotic War” will be held in Omsk on May 4-5, 2000. It will be organized by Omsk regional administration, The Omsk State University, and Omsk Branch of the United Institute of History, Philology, and Philosophy of SB RAS.
	GROWING RATING OF THE IRKUTSK REGION As of 1999, the rating of Irkutsk region with respect to other 19 regions of the Association “Siberian Agreement” has demonstrated significant growth, and the region now has a leading position.
	“SLAVIC UNITY” International Scientific Conference “Slavic Unity” devoted to 2000-th anniversary of the Christmas was held in Omsk on February 1-2.
	STEPPING OUTSIDE THE FRAME OF PROBLEMS Less than a year before the economist Irina Dumova has become the head of the Department of Regional Economic and Social Problems created within the structure of Presidium of the Irkutsk Scientific Center. Being one of the disciples of the well-known scientists of the Novosibirsk school, winner of the Lenin’s scholarship, she unexpectedly has chosen the ecological and social trends in her research projects. And her choice appear to be correct, since recently it is these problems that are regarded the most topical.
	VACANCIES
	DEFENCE OF THE DISSERTATIONS IN THE INSTITUTE OF PERMAFROST STUDIES OF SB RAS The Dissertation Council of the P.I. Mel’nikov Institute of Permafrost Studies of SB RAS meets once a year. In the end-1999, the researchers of the Institute have prepared and defended five dissertations including two Doctor Sc. in Engineering Geology, Permafrost Studies, and Soil Science.
	SOMETHING IS WRONG WITH MY MEMORY... Did you ever tried to find the reason why you can not recollect what you have done when your first child was born, but all that has happened during the celebration of yours anniversary ten years ago is vividly fresh in your memory? We do not think about the memory phenomenon before the memory will remind us of itself with some similar enigma. And then we will call this sclerosis, or will use some other stylish word. Scientists, however, are professionally interested in the memory problems. This extremely interesting subject is discussed in our interview with the Honored Scientist of RF, Doctor Sc. (Medicine), Professor Rostislav Yul’yanovich Il’yuchenko whose lab in the Institute of Physiology of SB RAMS is exploring the mechanisms of the memory regulation.
