The workshop was introduced by short welcome speech given by academician Yurii Ivanovich Shokin. The conditions on networking and local area network of Akademgorodok was shortly treated, the existing databases was mentioned and some political-social aspects of academic life in Akademgorodok was explained. The help of Russian Foundation for Basic Research, Soros Foundation and INTAS projects by building up the network was displayed.

The main goal of the workshop was to share the knowledge and experience in electronic publishing and to make more clear the facilities of using the computers by publishing. The workshop focused to discuss about Cyrillic-TeX problems, about different code or standards of Cyrillics and to prepare a suggestion for Cyrillic users. Five sessions to hold was planned: two on electronic scientific journals , one on electronic bibliografical systems, one on Cyrillic-TeX problems and one on Cyrillic codes. It was agreed earlier that the seminars will be hold in Russian.
