Optimal convergence FEM for boundary value problem with degeneration on a boundary

A boundary-value problem with degeneration of the coefficients is considered. For any finite dimension approximation of this problem, a lower estimate of accuracy in energy norm has been obtained. A finite element scheme with a special basis using a refined gird has been constructed and its optimal convergence rate has been proved.
