Abstracts

Creation of the modern informational infrastructure and wide use of advanced informational technologies is one of the main means to capitalize on existing intellectual potential of Far Eastern Branch of Russian Academy of Sciences ( FEB RAS ), make efficient use and preserve the valuable human resources and attract young researchers.

It is worth saying that FEB RAS has already done a lot in this direction. A lot of efforts was invested into technical development of computing infrastructure and introduction of modern information technologies: institutes of FEB RAS practically completely replaced outdated computers with the modern ones, every institute built its own well-developed local network, major research centers constructed high capacity inter-institute communication channels built as a rule on fiber-optic technologies, the majority of the institutions of main research centers are connected to the backbone channel of RBNet network, created centers of high performance computing resources, established and widely used many information services.

At the same time FEB RAS because of the share extent of the responsible territory, long distance from the central part of the Russia, location of a number of scientific research centers in the hard to reach areas and un-development of public communication systems has to undertake special measures for the creation and development of its telecommunication facilities. Taking this into account the Presidium of FEB RAS in 2004 approved the Special Program for the development of informational-telecommunication resources of FEB RAS aiming to reach the following goals:

1. Creation of the corporate FEB RAS network, based on existing channels and satellite communications;
2. Creation within this network a system of channels for multimedia communications ( audio and video teleconferencing, IP-telephony);
3. Development of the storage systems for storage, access and processing of large volumes of distributed information;
4. Creation of a system for generation and use of corporate information resources;
5. Assistance for creation of information resources of research establishments of FEB RAS, development of their information-telecommunication systems, technologies and supporting activities;
6. Development and adaptation of information protection systems;
7. Support of licensing activity;
8. Creation of juristic foundations for the use of IT technologies within FEB RAS;
9. Promotion of international scientific-technological cooperation connected with the informational-telecommunication resources.
