The impact of high plateau activities on forest protection and socio-economic environment

High plateaus are an important part of wide and rich forest ecosystems. They have a special biological, social, technical and economic dynamism. Therefore, it is substantially important to plan and manage high plateaus according to social demands with suitable modern forestry sciences and techniques. For this reason it is necessary to understand regional ecosystem dynamics in order to manage the high plateaus within the context of ecosystem sustainability and meeting social, economic and environmental objectives. Therefore the need for doing research on the impact of high plateau activities on forest protection and the socio-economic structure has emerged. It was identified in this study, that the dimension of damage to the environment and forest resources by irregular and uncontrolled high plateau activities is considerably high. The illegal exploitation of forests to extract industrial and fuel-wood materials decreases the growing stock value of some tree species (i.e. juniperus sp.). Another example, the Sahlep plant, which is widely used in the food industry (especially for the making of ice-cream) in Kahramanmaraş, is illegaly and uncontrollably picked and then sold by high plateau residents and visitors. This may cause the extinction of the Sahlep plant species. It was also identified in the study that the population of some animal species (weasels, badgers, rabbits) has considerably decreased and other species (striped hyenas, wolves) have become endangered. With intensive goat grazing some important maquis floras (Quercus ilex and Quercus coccifera) have become quite deteriorated. As a result, in order to prevent the damage caused by high plateau activities, certain measures to protect forest genetic resources are recommended in this study. These are; building up an inventory of high palteau areas, enhancing the education of high plateau management, finding solutions that would follow environmental protection principles in the context of protection-use balance and carrying capacity, completing cadastral surveys in forest areas which have high plateaus on, arranging ownership and land registration. Besides; externality, social benefit and marginal cost analysis were also carried out on the high plateaus as being a social goods.
