Abstracts

The patents for the inventions are considered as a source of not only technological, but also commercial information of a strategic value in a today world .

The Siberian Branch of RAS is a regional centre of science with high inventor's activity. There are 150-200 inventions by institutes of Siberian Branch of RAS every year, the majority of this inventions have a world-wide value on a technological level of developments. The information retrieval about them in domestic and foreign patent issuings with traditional methods and also in electronic databases requires major temporal expenditures and professional knowledge. Besides the remote databases are not always accessible for the users.

The Electronic directory of the patents "The Inventions by Siberian Branch of RAS" is developed and is maintained in Branch of the State Public Scientific Library of Siberian Branch of RAS since 1997. It is polysubject information resource creating counter current of the information about the inventions, that enables technological developments of a large centre of science to not mislay in a global stream of the patent information and ensures access to them for scientific community through the Internet for study, analysis and usage. Analog of the electronic abstract directory of the patents is the annual printed annotated issuing, which one was issued in the State Public Scientific Library of Siberian Branch of RAS from 1973 to 1996.

Principal shortages of the printed directory were its small circulation and unrecoupment. The Internet-operating system nearest by the purposes with this directory is possible the bibliographic database "The Inventions by a Novosibirsk centre of science for 1978 - 1993", designed in Branch of the State Public Scientific Library of Siberian Branch of RAS, with usage of a JIsis system. JIsis Database Web Gateway is the technology of access to directories and databases of the State Public Scientific Library of Siberian Branch of RAS in CDS/ISIS format. The information retrieval system of this information resource allows to conduct searching by following criterias: the class of International patent classification, document number, inventor, institute - applicant. It is the first practical experience of Branch of the State Public Scientific Library of Siberian Branch of RAS on creation of own electronic resources. Its the only shortage is a poor selfdescriptiveness because of lack of the abstracts. Now this information resource is not developed, though it is the perspective resource. The purpose of creation of the annual electronic directory "The Inventions by Siberian Branch of RAS" is the cumulation of the information about the inventions by Siberian Branch of RAS protected by the patents into uniform information resource and organization of a free access to it through the Internet for a broad circle of the users.

The Annual electronic pointer "The Inventions by Siberian Branch of RAS" represents the digest of the abstracts of the patents with bibliographic data and graphics material in the HTML format. The patents in the Directory are disposed on classes of International patent classification. The information retrieval about the inventions is carried out in a database "The Patents of Russia" and the editorial operations are carried out under the official patent bulletin by Rospatent. For better convenience of usage the Directory there was developed the referential - search vehicle consisted of the list of numbers of the patents, the inventions authors and institutes - applicants (patentees) with the references to the abstract of the document. Now on a web-site of Branch of the State Public Scientific Library of Siberian Branch of RAS (http://www.prometeus.nsc.ru/patent/) within the framework of this information resource about 750 abstracts of the patents on the inventions by the Siberian Branch of RAS employees in 1997- 2001 are placed. For five years the electronic directory "The Inventions by Siberian Branch of RAS" became one of actual resources of Novosibirsk city and occupies steady 1-st place in a rating of the unit "The Commercialization of process engineerings". Both domestic and foreign users often refers to this resource. In 2000 we have made the English version of the Directory as experiment. Unfortunately this perspective development trend of the Directory is possible only with target financing of interests. This year we have developed the project and have given the request for the grant to RFFI for creation of an information retrieval system under the inventions by Siberian Branch of RAS, which one will unite the annual pointers of the abstracts of the patents into the database with a possibility to conduct multivariable patent searching. Besides it will allow to supplement the database with the new information on the inventions systematically, that creates conditions for further development of information resource.
