Previously we have proposed an effective method for the capacitance sounding of layered media and its application for the non-destructive tests of the road pavements. However this method has a fault: one of the device electrodes should be grounded. Now we propose a new scheme which permits us to circumvent this constraint. Our approach is based on the pricipally new device geometry giving rise to the spatial distribution of the electromagnetic field energy which gives the possibility to avoid the above constraint. However, the method requires a high accuracy of the capacitance measuring and hence, what is most important here, a very high accuracy of the electromagnetic field modeling. A new approach to the numerical solution of the elliptic type equations is used to solve the latter problem. The research resulting in this work was funded by the Ministry of Education of the Russian Federation under grant no. E02-8.0-40.
