1. Title

2. Objectives

The objective of the project are:

to enhance the computing and networking environment at organizations in the New Independent States (NIS), thereby enabling the creation of end-user oriented services and enabling their integration into the Euromath Network and Services (EmNet);

to establish services especially tailored to the needs of the mathematical community in the NIS;

to provide researchers in the NIS with a platform facilitating document preparation and exchange and access to external services such as databases, information systems and computer algebra systems (including the installations of the Euromath system);

to establish centers as part of EmNet;

to catalize the desirable development outlined above by supporting fund raising activity and participation in other projects.

3. Organization Stage of Project

Real begining of Phase II in Siberia and Far East at Sept. 1995 (on regional meeting of participants), after established
the AGREEMENT (The Russian version of AGREEMENT: [MS Windows] and [KOI8]) on a joint activity on the implementation of the Project.

Objectives of the cooperation and Agreement.
3.1. The objective of the cooperation between the participants of the Agreement is the implementation of the Project "Euromath Network and Services for the New Independent States, Phase II" - EmNet/NIS/II hereafter referred to as Project.
3.2. The Project provides for the participants of the agreement and for other interested organizations an access to the jointly created information math facilities as well as modern telecommunication services ensuring integration of local computer system as well as free and equal access to the Internet.
3.3. Project is part of the regional telecommunication projects implemented by the participating organizations.
3.4. Project is implemented in the interests of the math research and educational institutions
3.5.The participants have agreed that the top priority objective of the first phase of the Project shall be informational support of scientific investigations.
3.6. The objective of this Agreement is the definition of rights and duties of its participants in the process of joint activity on the implementation of the Project. In compliance with the Russian civil and other laws as well as with this Agreement, the participants undertake to combine their facilities and efforts for the achievement of the above named objectives.
3.7. The subject of the Agreement and expected results.
  • Cooperation in joint financing, creation, management and efficient exploitation of the informational facilities in the interests of the participants and of other above-mentioned organizations for the attainment of the objectives they have assigned for themselves.
  • Providing mathematicians with an access to the participants' telecommunication services.

4. Results:

4.1.The regional EmNet Center have be created. (see Novosibirsk EmNet Center).
4.2. The Workshop Electronic Publication 96 have been at April 16 - 19. The result of this WS have present on the information server in Russian -- kod KOI8, -- kod MS Windows, and in English.
The main result -- agreement about TeX code for the Russian language and Electronic Publications.
4.3. The Information Server of EuroMath Net/NIS/II project have been construction (EmNet WWW Server).
4.4.On the base of the ICT SB RAS the information servers: WWW Server and FTP Server have be created that contain the following information systems:
  • informations and contents of mathematical journals (NIS, SB RAS, NA-Net, and etc.) "Mathematics on WWW" [Russian KOI8], [Russian MS Windows] and [English].
  • notice board (conferences, seminars and other events) [Russian KOI8], [Russian MS Windows] and [Engish],
  • "teleconference" of Siberian and Far Eastern mathematicians (mathematical digest, electronic communications, publications etc.) (to construction);
  • passports of the institutes of mathematical profile with reference to the electronic addresses of the institutes (to construction);
  • electronic versions of the "Siberian Mathematical Journal" and the journal "Computational Technologies" (to construction);
  • On the basis of the ICT SB RAS a file server containing licensed software obtained through the Project and from other sources have be created WIN Site;
  • A library database will be created on the annotations of publications (NPSTL SB RAS and IIS SB RAS);
  • \TEX-mirror have the standard distribution version and the RFFI distribution version of S.Znamensky.

6. The main Result of partners:

Krasnoyarsk State University (5.2).
The main Research Activities:
  1. We have worked out the agreement with the Krasnoyarsk Technical University on attachment to RUNET RLINK antenna and other equipment are setted up. Connection is under construction.

  2. Computer support of mathematical publications:

    RFBR (Russian Foundation for Basic Research) proposed and supported the coordination of a big project "Russian TeX". The project is oriented on the creation of new Russian extension of TeX system to provide creation and use of mathematical oriented database. The significant part of the work based on Krasnoyarsk EmNet center.

    The new Russian extension TeX font set has been created in Krasnoyarsk.

    The Russian hyphenation algorithm has been improved considerably by S.V. Znamenskii.

    The new approach to the solution of Russian encoding plurality problem based on automatical recognition of the input file encoding has been proposed. The automatical encoding recognition algorithm has been created.

    The various mathematical publications computer programs oriented consultations and courses has been provided on the base of Krasnoyarsk EmNet center. Computers of center and this consultation made it possible for Krasnoyarsk mathematicians to prepare more then 70 mathematical manuscripts including V.V.Rybakov book "Admissibility of Logic Inferences Rules" (to be published in Elsevire Science Publishers).

  3. Computer Algebra Tools development and user support.
    Krasnoyarsk mathematicians continue to use the MAPLE V.2 computer algebra program which they obtained from M. Sepala within the Euromath project. The MAPLE courses for students and working mathematicians has been arranged. As the result of MAPLE computations the four papers and two PhD thesis has been completed. V.V.Rabotin created the new MAPLE package to obtain the torus data for the minor partner $\tilde X$ of manifold $X$.

Novosibirsk Telecommunication Institute (5.4).
There is a small network center for mathematicians from the technical universities in Novosibirsk Telecommunication Institute. We 've got a INTERNET node and 3 professionals in the field of modern information technology. There are two weak points of this center. There are no enough modern computers and there is slow external channel to Moscow.

Chita Institute of Mineral Resources SB RAS (5.6)
Description of the research activities
- organization of the lessons for e-mail users in Chita.
- organization of the study to use AMSTEX and LATEX for local mathematicians.
- using of the electronic publications.
- publishing activity.
- construction of the new methodologies in mathematical programming (methods of memory allocation, applied packages)

Results

  • RELCOM Server was renewed.
  • Some scientific organizations in Chita (Institute of Natural Resources, Chita Pedagogical Institute, Chita Politechnic University) are working in RELCOM Net.
  • It was suggested a new method of dynamic memory allocation (see the article of V.V.Mazalov "One method of dynamic allocation of non-paging memory.-Programming, n. 4, 1995).
  • Organization of the GIS center in Chita Institute of Natural Resources.
  • We prepared 4 LATEX variants of the volumes of Year-Book of Game Theory and its Applications (one of them was published by the Nova Science Publishers (New York, 1996).
  • Issue of the Journal "Reviews of Applied and Industrial Mathematics. v.3, n.3, Ecology and Economics Systems" will be published by TVP Sci. Publ. (Moscow) in 1996.
  • The information about some achievements of Russian mathematicians in the sphere of Game Theory was published in the Letters of International Society of Dynamic Games (ISDG@HUT.FI).
  • International cooperation with scientists from Suisse, Finland, Denmark, Germany was reached.

Planning
  • The time planning has been in accordance with that indicated in the INTAS co-operation agreement.
Problems encountered and changes required to the co-operation agreement
  • The main problem is the organization of the good connection with Euripenian server.

Far Eastern University (5.7).
  1. Enhancement of computers and computer network. Installation and configuration.
    No equipment under the INTAS project has been purchased yet. However, several packages have been installed on PCs that located in the laboratories of the Mathematics Department that are supposed to be in use to achieve the project goals. Among these installations are
    • TeX (the RFFI distribution version passed through S. Znamensky) (3 installations),
    • HotDog (2 installations),
    • Mathematica (2 installations).
    Also Linux Universe Package is purchased and installed on a PC.
  2. Contribution and activities regarding creation of information system
    • The "far-eastern" part of Directory of Russian mathematicians is up-dating now.
    • Preparation of the home page for the EmNET Center, Vladivostok is in progress.
    • A manual for TeX beginners has been prepared and printed out.
  3. Contribution and activities regarding electronic publishing
    • There is a general agreement to put on a WWW server contents of all volumes of the Far Eastern Mathematical Journal and all preprints published on the Math Department.
  4. Fundraising activities
    • Awarded is the Networking Infrastructure Grant from NATO (~$10,000)
