   --- taking into account the key role of telecommunications and information systems for the integration of Siberian research, educational and cultural communities into the world information space;

   --- taking into account the low level of telecommunication infrastructure in the region and, at the same time, the need for radical improvement of information exchange;

   --- recognizing the benefit of coordinated and joint efforts

   Have made up an Agreement about the following:

2. The Purposes of the cooperation and Agreement.
   1. The purpose of the cooperation of the agreement participants is the implementation of the Project "Euromath Network and Services for the New Independent States, Phase II - EmNet/NIS/II" hereafter referred to as Project.

   2. For the agreement participants and other interested organizations the project provides access to the jointly created information mathematical resources as well as modern telecommunication services, providing integration of local computer systems as well as free and equal access to the Internet.

   3. The Project is a part of the regional telecommunication projects being implemented by the organizations-participants.

   4. The Project is implemented in the interests of the mathematical research and educational institutions.

   5. The participants have agreed information support of scientific investigations to be the top priority purpose of the first phase of the Project.

   6. The purpose of this Agreement is the definition of rights and duties of its participants in the process of collaboration on the implementation of the Project. In accordance with the Russian civil law and other laws as well as with this Agreement, the participants pledge to combine their property and efforts for achievement of the mentioned above objects.

3. The subject of the Agreement and the expected results.
   1. Cooperation in joint financing, creation, management and efficient exploitation of the information resources in the interests of the participants and other organizations mentioned above for achievement the objects they have assigned.
   2. Providing mathematicians with access to the participants' telecommunication services.

4. Participants' material and other contributions.
   1. Euromath Center (INTAS) provides means for organization of the Project information server and supports and coordinates the work as a whole, according to the Working program of the Project

      .

   2. Presidium of the Siberian Branch of the RAS:
      1. Supplies the cable equipment of the Novosibirsk Research Center and access to the infrastructure "Internet networks of NRC SBRAS"

         .

      2. Facilitates the integration of local and information networks of the mentioned above organizations;

      3. Allocates funds for creation information resources;

      4. Delegates the coordination of the Project to the Institute of Computational Technologies (ICT SB RAS);

      5. Authorizes ICT SB RAS to represent the interests of the Siberian Branch of the RAS in the joint organization of the Project activities.

   3. ICT SB RAS:
      1. Supplies the premises for organization of the Project information server and pays for all expenses, concerned with it;

      2. Implements collection and accumulation of information resources;

      3. Supplies premises for organization of the training consulting center;

   4. The SibNATCS: supplies premises for organization of the training consulting center.

5. Organizational support of cooperation.

   1. The authorized representatives of the Agreement participants form the Project Scientific Council. The Project Scientific Council makes decisions on the creation of information resources, organization of data collection in their organizations and the final estimation of the joint activity results.

   2. For the purposes of providing efficient and flexible leadership of the Project implementation as well as its proceeding development the participants of the Agreement have hereby agreed to: establish two agencies of coordinating and management: the Regional Committee and the Technical Committee.

   3. To approve enclosed the Regulation on the Regional Committee and the Regulation on the Technical Committee.

   4. To entrust Academician Yu.I. Shokin with the duties of Chairman of the Regional Committee.

   5. To appoint Professor A.M. Fedotov the Chairman of the Technical Committee.

6. The basic principles of the cooperation.
   1. The participants of the Agreement agree that in the future they will determine policy and directions of financing, matters of exploitation and strategy of development of information resources in concord.

   2. To secure reliable and successful Project implementation as well as its future development the participants of the Agreement will plan and allocate the required finance both in their own organizations and, if it is necessary, for the Regional Committee.

   3. The order of allocation and spending of common funds will be determined later by the Regional Committee.

7. The term of the Agreement.
   1. The Agreement will come into force upon the date of its signing by the Participants.

   2. The term of the Agreement is 1995-1998 with automatic prolonging of the term every year according to mutual consent of the Parties.

8. Other conditions
   1. All changes and supplements to this Agreement will be valid if they are made in writing form and signed by the Parties or by the authorized representatives of the parties.

   2. In case of any conflict situation the Parties will do their best to solve a problem by means of negotiations.
